Currently you cannot craft them and they can only be found with great difficulty in dungeons.  These are great if you have pets like wolves or cats (or for that matter horses and donkeys) and want to give them their own name, or if you have a farm and want to make sure the animals are "persistent" in the world i.e. don't dissappear for no reason.  We'll also throw in a free anvil where you can do the naming on the tags
